In this phase, the first idea is further worked out in a

number of ‘Basepoints’. This concerns the final

stakeholders, their wishes & ideas, and an estimate

of the technical and financial feasibility, and future

maintenance. The basepoints for the desired spatial

quality of the entire project are also established.
