In this phase, the problem is defined and analyzed.

This concerns the applicable (policy) frameworks and

the developments that affect the area and its

surroundings. In order to arrive at a complete

problem definition and analysis, it is important to

involve stakeholders to see whether there are other

requirements, wishes and ambitions for the project.

The starting points for the desired spatial quality are

also being explored, in consultation with the Spatial

Planning and Sustainability Department.

Subsequently, an initial exploration of a spatial
